Before driving into central Rome, I check whether the ZTL is active. If it is, I first look for a space outside the restricted area, for example along the Lungotevere, checking the particular stretch, entry gates and parking signs. If I can’t find a space, I look for a staffed car park I can reach without entering the active ZTL: it costs me a little more, but I’d rather pay for parking than risk a fine. I don’t assume that the whole Lungotevere is outside the ZTL; the amount of a fine can vary.
