How to pay the ZTL fine

  1. 1. Online (recommended — discount applied)Roma Capitale portal or IO app with SPID/CIE. PagoPA payment, instant receipt. Enter the verbale number from the notification letter.
  2. 2. Post office / bank / tabaccheriaBring the PagoPA payment slip attached to the notice. Fee: €1.50–2.00.
  3. 3. InstallmentsIf the amount exceeds €200, request installments within 30 days of notification via the Roma Capitale online portal.

Fines for tourists & rental cars

Rental cars: the rental company receives the fine, charges the card used for the booking + €30–50 admin fee, and forwards you the verbale. Usually arrives 2–6 months after the trip — long after you've forgotten about it.

Private EU-plated cars: served through EUCARIS in your language with a translation of the verbale. No 5-day discount if delivered after that window.

How to appeal

To the Prefetto

Within 60 days. Free. Decision in 6–12 months. If denied, fine doubles.

To the Giudice di Pace

Within 30 days. €43+ court fee. Decision in 6–18 months.

Strong grounds: missing/hidden signage, double fine for the same crossing, hotel authorization not uploaded, ambulance or emergency, plate misidentification.
