Leonardo Express train (€14, 32 min) — best for Termini
Direct non-stop train from FCO Aeroporto station (inside Terminal 3, follow 'Treni') to Roma Termini. Runs every 15 minutes from 06:08 to 23:23. Tickets €14 one-way, buy at the green Trenitalia machines, the Trenitalia app, or any tabacchi. Validate paper tickets at the green/white machines on the platform before boarding (€50 fine if you forget). Best option if your hotel is within 15 minutes walk of Termini, or you'll take metro line A or B from there. Not the best option if you have 3+ suitcases or kids — the train has limited luggage racks and Termini is a chaotic station.
Fixed-rate taxi (€55, 45–60 min) — best for ZTL hotels
Rome has a flat €55 rate from FCO to ANY address inside the Aurelian walls (basically the historic center). The price is per car, not per person, and includes up to 4 passengers and all luggage. Only use the licensed white taxis at the official taxi rank outside Arrivals — ignore anyone approaching you inside the terminal offering 'taxi'. Confirm '55 euro tariffa fissa' with the driver BEFORE getting in. The taxi has ZTL access so they drop you literally at your hotel door — by far the smartest option if you have luggage and are staying near Trevi, Pantheon, Navona, Campo de' Fiori or the Vatican. Important: the €55 flat rate applies only inside the walls; addresses outside (EUR, Trastevere south, Testaccio south) revert to meter and can cost €60–€75.
Private transfer / NCC (€55–€90, 45–60 min) — best for groups & late flights
Pre-booked driver waiting at Arrivals with a sign showing your name. Same time as a taxi but you skip the rank queue (which can be 30 min at peak) and you have a fixed price agreed in advance with no language friction. Worth it when: you land between 23:00–06:00 (taxi rank often empty), you're 5–8 people and need a van (€80–€120 for a 7-seater), or you simply want zero hassle after a long flight. Reputable Rome NCC services: Welcome Pickups, Suntransfers, Daytrip. Book 24h ahead. NCCs have ZTL access if they pre-register the trip — confirm in the booking notes.
FL1 regional train (€8, 50 min) — best for Trastevere, Ostiense
The other train from FCO, much cheaper and slower. Stops at Trastevere, Ostiense, Tuscolana and Tiburtina — NOT Termini. €8 one-way, runs every 15 min, same Trenitalia machines. Best if your hotel is near Trastevere or Ostiense (where it's a 5–10 min walk vs €30+ taxi from Termini). Skip if your hotel is in the historic center north of the river — the connection from Trastevere station to the center adds 20 min and the saving disappears.
Bus (€7, 55–75 min) — cheapest but slowest
Three companies (SitBusShuttle, Terravision, T.A.M.) run shuttles from FCO directly to Termini, every 30–45 min, €6.90–€7.90 one-way. Buy at the kiosk in Arrivals or on the app. Cheapest option but adds 20–40 min vs the Leonardo Express, runs on Rome's notoriously unpredictable ring road traffic, and ends at the chaotic Termini bus area. Only worth it if: you're a solo budget traveler with one backpack, you have plenty of time, and your hotel is near Termini. Avoid if you land late evening — fewer buses, longer waits.
Rental car — only if you're leaving Rome on day 1
Only pick up a rental car at FCO if you're driving straight out of Rome for a Tuscany / Amalfi / Puglia road trip. If you need a car only for day trips from Rome (Tivoli, Castelli Romani, Ostia Antica), wait and pick it up day 2 from a city office outside the ZTL — you'll avoid 2 days of expensive central parking and the very real risk of ZTL fines (see our Rome ZTL guide). Driving into the historic center with a rental is one of the most expensive mistakes you can make as a tourist.
Decision rule by hotel area
Hotel near Termini / Monti / Esquilino → Leonardo Express. Hotel in historic center (Trevi, Pantheon, Navona, Campo, Vatican, Borgo) with luggage → fixed-rate taxi (€55). Hotel in Trastevere or Ostiense → FL1 regional train (€8). 5+ people or 4+ large suitcases → pre-booked private van. Landing 23:00–06:00 → pre-booked transfer (taxis scarce, Leonardo Express stops at 23:23). Solo, light luggage, tight budget, Termini hotel → SitBusShuttle (€7). That's it — every other combination is a worse version of one of these.
Common mistakes & scams
1) Accepting a ride from anyone who approaches you inside the terminal — they are unlicensed, will charge €80–€150, and you have no recourse. Walk past them to the official white taxi rank outside. 2) Taking the Leonardo Express then a metro with three suitcases — you'll struggle with Termini's stairs and crowded metros; just pay €55 for the taxi door-to-door. 3) Booking a 'cheap private transfer' on a sketchy website for €30 — it's usually a bait price; the driver demands more cash on arrival. Use known operators. 4) Not validating the paper Leonardo Express ticket — €50 fine if checked. 5) Assuming the €55 flat rate covers Ciampino airport — it doesn't, Ciampino has its own €31 flat rate to the walls.
